magnesium bicarbonate

I found this site http://www.naturalallopathic.com/cms/ which appears to advocate the use of magnesium bicarbonate to repair mitochondria damage.there are instructions on how to make the mixture but not on doseage.Has anyone com across this and is it safe please for someone who has had a heart bypass.thanks
